Professor Philippa Webb Contributes to Tallinn Manual on Cyber Operations
Professor Philippa Webb, Fellow by Special Election at Exeter College, has contributed to the influential Tallinn Manual on international law and cyber operations. The submission, co-authored with Harriet Moynihan, was made on behalf of the Oxford Institute of Technology and Justice.
Their contribution addresses the peaceful settlement of disputes in the cyber realm, a growing area of concern for governments and international organisations navigating the complex landscape of digital conflict. The Tallinn Manual is a widely respected resource used by legal advisers and policymakers globally to understand how existing international law applies in cyberspace.
The Oxford Institute of Technology and Justice, which provided the platform for the submission, is a new partnership between the University of Oxford and the Clooney Foundation for Justice. The Institute seeks to harness emerging technologies, including Artificial Intelligence, to enhance access to justice and promote accountability and the rule of law worldwide.
The Institute is set to launch officially in October 2025, with Professor Webb as the Director. Further information about the Institute’s mission and projects will be made available in due course.
