Publication Scheme

This publication scheme follows the model prepared and approved by the Information Commissioner in the Definition Document for Higher Education Institutions, as at January 2013.

This College makes information available to the public as part of its normal activities. The information covered is included in the classes of information mentioned below, where this information is held by the College.

Written Requests

Information held by the College that is not published under this scheme can be requested in writing, when its provision will be considered in accordance with the provisions of the Freedom of Information Act. Requests for information should be sent to the dedicated email address: foi@exeter.ox.ac.uk or, alternatively, please write to the College (Exeter College, Oxford, OX1 3DP) and mark your envelope clearly with ‘Freedom of Information’.

Who we are and what we do

Legal Framework and Organisation

The Rector and Scholars of Exeter College in the University of Oxford, commonly known as Exeter College, is an eleemosynary charitable corporation aggregate. It was founded in 1314 by Walter de Stapeldon, Bishop of Exeter, and was enlarged by Sir William Petre under a charter granted by Queen Elizabeth I in 1566. The corporation comprises the Rector and Fellows who are regulated in accordance with the College Statutes,  Bylaws and in its policies.

Exeter  College is registered as a charity with the Charity Commissioners. The College’s charity registration number is 1141333 and you can find its record at the Charity Commission.   The members of the Governing Body are Trustees of the charity.

What we spend and how we spend it

Annual Accounts

These Accounts show both the income and expenditure of the College. Please note that the signed statements are held by Exeter College’s Accounts department.  Accounts for earlier years are available on request.

Staff pay and grading structure

The College uses the University Salary Scale.

Register of suppliers

The College does not maintain a register of suppliers, but in order to obtain the best value for money engages in various consortium purchasing arrangements.  The details of those arrangements are not included in this publication scheme for reasons of commercial confidentiality.

Statement on procurement and tender procedures

The College is not a public authority for the purpose of European Law relating to tendering requirements.  Its normal practice in relation to capital works is to procure them through a tendering process.  As far as possible, Exeter College follows the University’s guidelines on procurement.

Research Funding

The College does not receive grants for research directly: these are administered through the University, which publishes a report on research income received.

How we make decisions

Exeter College, like all the colleges of the University of Oxford, is an autonomous self-governing institution. The Governing Body of the College comprises the Rector and Fellows. This body is constituted and regulated in accordance with the College Statutes,  The Governing Body holds to itself the responsibilities for the ongoing strategic direction of the College, for its administration and for the management of its finances and assets. It meets regularly with the Rector as Chair and is advised by a range of committees.  The Governing Body sets out many of the rules it applies to the operation of the College, including the composition and role of  committees in Bylaws and in its policies.

The Conference of Colleges is a grouping of all the Oxford colleges.

The University is a separate organisation.
